What does it cost to build a custom home in Moruya? (2026)

A custom home in Moruya generally runs $4,000 to $7,000-plus per square metre, but flood risk on the river flats and off-grid rural blocks can move that more than in most South Coast towns. Here's what drives the number and how the approval process works locally.

Moruya is the shire's administrative and services hub, but it is also a town of two quite different building sites: compact riverside town blocks and larger rural acreage on the flats and hills around it. That split affects the number more than in most South Coast towns. As a starting point, a custom home in Moruya runs roughly the same $4,000 to $7,000-plus per square metre as the rest of the coast, but flood-prone river flats, on-site services for rural blocks, and bushfire exposure can each push a specific site toward the top of that range or beyond.

The short answer

What moves a Moruya build within or past that range is usually one of three things: whether the block sits on the river flats and needs to account for flood risk, whether it is a rural block needing its own water, power or wastewater, and the usual bushfire and finish-level factors that apply everywhere on this coast.

Town block or rural acreage: two different builds

Moruya's building stock splits fairly cleanly between compact blocks in the town itself, close to the river and the shops on Vulcan Street, and larger rural and semi-rural blocks on the surrounding flats and hills. A town block is usually fully serviced, mains water, sewer, power at the boundary, and the main cost drivers are site access and, on the low-lying flats near the river, flood planning controls. Eurobodalla Council has been reassessing flood risk across Moruya through its draft Moruya Flood Study and Floodplain Risk Management Study and Plan, covering the Moruya River catchment from the river mouth upstream to Wamban Creek, including Dooga, Malabar and Racecourse creeks (esc.nsw.gov.au). The draft, on public exhibition until 10 June 2026, modelled that a 5% annual chance flood would affect around 69 buildings in the study area with over-floor flooding, rising to about 255 buildings in a 2% annual chance event and up to 1,003 in a probable maximum flood (esc.nsw.gov.au; corroborated by aboutregional.com.au). If your block sits on or near the river flats, this study and Council's existing Moruya Flood Code set floor levels, fill limits and site drainage requirements, so it is worth checking your property's flood classification with Council before committing to a design.

Bushfire and off-grid on rural blocks

Rural and semi-rural blocks around Moruya commonly carry a Bushfire Attack Level rating, which affects cladding, glazing and ember protection (see the BAL guide). The same blocks are often unserviced, meaning the build needs to plan for its own water supply, an on-site wastewater system, and sometimes off-grid power. A straightforward build that qualifies for complying development can move faster, around 10 business days; anything on flood-affected land, a heritage property, or a BAL-40/BAL-FZ site needs a full DA.
